The Chartered Accountants / MAV Local Government Annual Report Awards for 2009 were presented at the MAV State Council last week. The awards aim to encourage excellence in the content, clarity and presentation of information in council annual reports.

Judging criteria included overall impact and presentation of the report; use of overview and highlight sections outlining the mission and vision of council, key achievements and major events during the year; accountability - actual performance against corporate plans and budgets; extent of good corporate governance practices adopted by the council; reporting on people issues including councillors, staff, community and HR management issues; extent of “plain English” reporting of financial results and compliance with external reporting obligations; and use of innovation in conveying messages more clearly.

Each award category was divided into two sub-categories - high (above $50 million) and low resource (below $50 million) councils. This is based on Underlying Revenue 2007/08.
